A stablecoin holds its value because somebody is obliged to give you something else for it. Everything that matters follows from the identity of that somebody, the strength of the obligation, and what they hold against it. The token design, the chain it moves on and the marketing are downstream of those three.
What is 'fully backed' being defined to mean?
In the United States the answer is being written now. The Federal Reserve Board's proposals under the GENIUS Act would require the payment stablecoin issuers it supervises to back their tokens fully with permissible reserve assets — short-term Treasury bills and certain other high-quality liquid assets — and would add standardised capital requirements covering credit and operational risks, risk-management standards, and rules for the firms that safekeep those reserves. A second proposal sets a tailored application process for banks wanting to issue, with a business plan and financial information among the required documents.
Two things follow for a reader assessing an instrument today. The composition of reserves is becoming a defined list rather than a disclosure choice; and capital against operational risk is being asked for separately from the reserve, which is an admission that a fully reserved issuer can still fail operationally.
None of this is in force. The comment period runs 60 days from publication in the Federal Register, and a framework this broad usually changes in exactly the operational details a treasurer cares about.
Why redemption is the property, not the reserve
Governor Michael Barr supported the proposals and framed his support around conditions. Stablecoins, he wrote, will only be stable if they can be redeemed at par reliably and promptly in a range of conditions — including market stress, when pressure can fall on the value of even otherwise liquid government debt, and during strain on the issuer or its related entities.
That sentence contains the whole assessment problem. A reserve of government paper is not a guarantee if redemption is slow, discretionary, or available only to a class of counterparty that does not include you. Barr asked specifically for public input on whether the proposal adequately addresses interest-rate and foreign-currency risks, and said universal redemption rights must be clear in any final rule.
| Question | Why it comes before the others |
|---|---|
| Who is the issuer, and under which licence? | Decides which supervisor exists and what they can compel |
| Who may redeem, and on what timetable? | A redemption right held only by primary dealers is not a right you hold |
| What are the reserves, specifically? | Short-dated government paper and bank deposits behave differently under stress |
| Who holds the reserves, and is that party supervised? | The safekeeping firm is a separate failure point from the issuer |
| How is backing evidenced? | An operator attestation and a trustless proof are not the same assurance |
| Who distributes it, and do they own part of the issuer? | Common in payment infrastructure, but it is not an arm's-length endorsement |
Where the reserve claim actually rests
In the audit of a gold-backed token we covered, the report listed eight trust assumptions, and the first was the one holders should read before any finding: reserve backing rests on operator attestations rather than on trustless proof. Everything the contract enforces sits above that line and nothing in the code can reach below it.
The same report carries a second lesson about reserves held as a pool of several stablecoins. Pooled multi-stablecoin reserves allow profitable arbitrage whenever any accepted token trades below its peg; the issuer's mitigation was operational — buys and buybacks are never run at the same time — which makes the protection a procedure rather than a property of the contract. Procedures work until the week somebody is busy.
Why distribution decides whether it is a rail
A licence makes an instrument legal. It does not make it usable. Standard Chartered's Hong Kong arm became the first bank authorised to distribute HKDAP, a Hong Kong dollar stablecoin issued under an ordinance in force since August 2025, taking it to institutional clients for tokenised fund settlement, treasury operations and cross-border payments. That is the event that turns an issuance into a payment instrument — and it is worth noting plainly that the distributing bank part-owns the issuing venture, which is normal in payment infrastructure and is still not an arm's-length endorsement.
The structurally cleaner case is a bank settling with its own token. SoFi Bank moved its entire card programme to blockchain settlement using SoFiUSD, roughly six months after the enabling partnership was announced. The word that matters is entire: card settlement pilots have been announced for years, almost always confined to a corridor or a product line, and moving a whole programme means the path is no longer running beside the production one.
Note what is being optimised there. Authorisation takes a second and is what a cardholder sees; settlement between issuer, network and acquirer takes a day or more and ties up prefunded balances against it. The idle balance is the cost a settlement stablecoin attacks, not the checkout experience — which is why these announcements read as plumbing and are priced as treasury.
The demand nobody has priced yet
BlackRock has argued that the demand AI could create for stablecoins and programmable payment rails is underappreciated, on the grounds that agents transacting for users need a settlement medium that does not require an account relationship established in advance. Whether or not the thesis holds, it describes the one use that cannot be served by an ordinary bank transfer, and it is the use our machine-payments desk has been watching the plumbing for.
Questions
- What does fully backed mean for a stablecoin?
- Under the Federal Reserve's proposals for the issuers it supervises, it means reserves limited to permissible assets such as short-term Treasury bills and certain other high-quality liquid assets, alongside standardised capital for credit and operational risk. The proposals are not in force: the comment period runs 60 days from publication in the Federal Register.
- Why is redemption more important than the reserve?
- Because a reserve you cannot convert is not backing. Governor Barr's statement alongside the proposals put the test as redemption at par, reliably and promptly, including in market stress when even liquid government debt can come under pressure, and during strain on the issuer or its related entities.
- Is an attestation of reserves the same as proof?
- No. An audit of one backed token listed reserve backing resting on operator attestations rather than trustless proof as the first of eight trust assumptions. The contract can enforce a great deal above that line and nothing below it.
- What makes a stablecoin a payment rail rather than a token?
- Distribution by an institution that clients already use. A licensed issuer is one thing; a bank handing the token to institutional clients for treasury and cross-border payments, or settling its own card programme with it, is what puts the instrument in the payment path.
